Finland’s security police warn of data center risks

Finland’s Security Intelligence Service (Supo) has warned that data centers could become tools for authoritarian states, urging municipalities to scrutinize the backgrounds of companies before entering agreements, according to an interview with Supo’s special investigator Veli-Pekka Kivimäki published by Yle.

Social Affairs and Health Minister Wille Rydman also raised concerns on X, emphasizing the need for vigilance. The Association of Finnish Local and Regional Authorities (Kuntaliitto) recommends that municipalities verify the backgrounds of data center operators and the nature of their activities.

Ari Korhonen, Kuntaliitto’s development manager for preparedness and security, stated that data centers are not currently assessed as posing direct security threats to municipalities or local infrastructure. However, he noted that activities like cryptocurrency mining should be critically evaluated for their societal benefits.

A proposed investment screening law, expected to take effect in spring 2027, aims to address gaps in legislation and oversight highlighted by Supo. Korhonen described the law as highly necessary, as it would allow authorities to monitor and restrict the transfer of influence to foreign investors, safeguarding critical infrastructure and essential societal functions.
