Bodø municipal director warns of financial crisis amid projected budget overrun

The municipal director of Bodø, Kjell Hugvik, has issued a stark warning regarding the financial situation of Norway’s largest northern city. On Tuesday afternoon, the second quarterly financial report was presented, revealing a projected budget overrun of NOK 325 million for 2024. With less than three months left in the year, Hugvik stated, “This is dramatic. We will not be able to offset this overspend this year as there are insufficient reserves available, resulting in a backlog that will affect future budgets.”

Despite the completion of the new town hall in 2019 and significant investments in infrastructure such as a competition swimming pool and cultural institutions, the financial strain has become evident. The municipality has been forced to consider closing kindergartens and schools to restore economic stability. Mayor Odd Emil Ingebrigtsen previously acknowledged that the city has fallen into a “luxury trap” due to excessive borrowing during prosperous times.

The financial report set to be presented to the city council shows an overspend of NOK 242 million on services to the citizens this year, particularly in areas like child welfare and healthcare. Hugvik emphasized that the rising costs of services provided by the municipality have outpaced state funding. He noted that a “youth wave” in demand for services is proving more challenging than the aging population surge.

To address this financial crisis, Bodø is undergoing a significant restructuring process, including staff reductions, with hopes to cut expenditures by NOK 300 million. So far, only NOK 131.6 million in savings has been achieved, and the full impact of staff layoffs may not be felt until next year. Hugvik admitted that warnings about the deteriorating situation have been sounded repeatedly over several years, but the current circumstances are particularly dire.
