Finland allows continued school entry deferments amid legislative reform debate

The postponement of a child’s school entry in Finland will continue to be possible under certain conditions. The Ministry of Education and Culture (OKM) had initially sought to prohibit delays in school attendance through legislation. Reports by Yle in early September highlighted this issue.

In Finland, major municipalities grant numerous deferments for starting primary school, often due to the child’s developmental level or health-related reasons. OKM proposed the removal of the relevant section from the basic education law as part of a broader reform of educational support. However, according to Senior Advisor Marjaana Larpan, the provision was retained after the consultation phase.

On Monday, the government published its proposed amendments to the basic education law, which will soon be submitted to the Parliament for consideration. The revised law is expected to be largely in effect by 2025.
