Kotka city manager resigns after drink-driving conviction

Kotka city manager Esa Sirviö has resigned, he confirmed to Yle, citing the loss of confidence from the city council.

His employment will end after a two-month notice period, during which he has no work obligations. Deputy city manager Kristina Lönnfors will serve as acting city manager.

Sirviö will receive a severance payment of over €148,000 after his notice period.

In autumn 2025, Sirviö took a two-month leave of absence following an incident in early autumn when he drove under the influence with a firearm on the back seat. In January, he was convicted of aggravated drink-driving and a firearms offence. He did not appeal the verdict.

Sirviö has spoken openly about burnout and suicidal thoughts that led to the incident. He returned to work in November 2025 and resumed full-time duties at the start of this year.

The Kotka city council decided in January that Sirviö retained its confidence to continue as city manager. Sirviö also mentioned the encouragement he had received from residents.

Sirviö, 57, has served as Kotka city manager for over eight years.
