Finland’s largest solar power plant and energy storage facility to be built in Tornio

A multi-million-euro solar farm and battery storage facility will be constructed in Tornio after energy company Tuulipolar finalised its investment decision and secured all necessary permits, the Finnish public broadcaster Yle reports.
Construction of the 24-megawatt solar plant in Tornio’s Kalkkimaa district will begin this year once the ground thaws, with completion expected by 2028. The facility will combine solar generation with a large-scale battery capable of discharging up to 70 megawatt-hours over two hours—enough to power roughly 4,000 detached homes annually.
Tornio’s mayor, Jukka Kujala, welcomed the project, stating it aligns with the city’s green transition goals and could generate hundreds of thousands of euros in property tax revenue. The plant will occupy 30 hectares of former quarry land and commercial forest, creating dozens of jobs during construction and local maintenance roles once operational.
Tuulipolar, owned by five northern Finnish energy cooperatives, acquired the project from developer Oomi Solar, which will handle construction. The facility is part of a broader push to position Tornio as a hub for green industry investment.
