Finnish parliamentary ombudsman clears municipal manager in wind power advocacy case

The Finnish Parliamentary Ombudsman has ruled that Pielavesi municipal manager Johanna Viita acted lawfully when publicly supporting wind power construction in the municipality, rejecting allegations of misconduct.

The decision, announced Tuesday, follows a complaint filed in spring 2025 by three members of the Avoin Pielavesi (Open Pielavesi) group—the municipality’s second-largest council faction—including one sitting councillor. The complainants accused Viita of potential abuse of office, violation of electoral peace, and compromising administrative impartiality over a pro-wind power opinion piece published during pre-election preparations, when wind energy was a key campaign issue.

Deputy Ombudsman Mikko Sarja dismissed the claims, citing constitutional free speech protections. He clarified that while public officials must remain impartial, this does not prevent them from expressing personal views—including on politically charged topics. The opinion piece did not breach electoral laws, as Finnish legislation regulates only direct interference at polling stations, not pre-election commentary.

Sarja noted the complaint failed to demonstrate how Viita, who has led Pielavesi since 2022, participated in wind power decisions despite potential conflicts of interest. He declined to assess whether her advocacy undermined public trust, stating that evaluating a municipal manager’s standing with residents or councillors falls outside the ombudsman’s legal oversight.

Viita called the outcome expected and denied any impact on workplace morale. The ombudsman’s ruling is final.
