Trial begins for police department and officers over explosive incident at shooting range in Lohtaja, Finland

A unique trial is set to commence today in the Ostrobothnia District Court, focusing on an explosive incident that occurred over three years ago at a shooting range in Lohtaja, Central Ostrobothnia. The event transpired during police training sessions that centered on the disposal of explosives, during which detonators unexpectedly exploded for reasons yet to be determined.

The entire police department, along with four police officers, faces charges of workplace safety violations, as the prosecution argues that there were significant deficiencies in safety protocols and risk assessments. Furthermore, it is alleged that the training provided was inadequate, alongside insufficient guidance on safely handling explosive tasks. The incident resulted in injuries to two officers, one of whom was seriously hurt.

Legal expert Matti Tolvanen remarked that he has not encountered a similar case throughout his career, emphasizing the rarity of a police department being charged with safety violations and multiple officers facing accusations.

The prosecutor is seeking fines for senior officers related to bodily harm, workplace safety violations, and breach of official duties, although charges of safety violations and bodily harm against one officer have been dropped. The individual who suffered serious injuries is pursuing approximately €35,000 in damages for pain and suffering, citing permanent disabilities that prevent a return to previous duties. Additionally, a community fine of €15,000 is being sought against the police department for the safety violation.

The trial’s preparatory and judicial processes have taken nearly four years, with seven court days scheduled—higher than the average for such cases, according to one of the judges involved.
