Excavation damages raise safety concerns during fiber optic installations across Finland

Damages caused by excavation related to fiber optic installations pose a clear safety risk, with no swift resolution on the horizon. Finnish law requires contractors digging fiber optic networks to exercise caution, but addressing violations remains challenging. Reports indicate that these excavation efforts have damaged critical infrastructure beneath the ground, such as district heating and electrical networks, and communication cables across Finland. Experts claim that some companies involved in fiber optic construction disregard legal regulations and guidelines.

Lauri Mustonen of the Ministry of Transport and Communications acknowledges the industry’s challenges and emphasizes that contractors are responsible for adhering to regulations during construction. The issue has also been raised with Minister of Transport, Communications, and Interior Lulu Rantanen, who has not responded to interview requests.

Local authorities are struggling to monitor excavation sites due to the surge in fiber optic construction. Currently, municipalities cannot outright prohibit excavation activities, though they can issue directives. A reform of the municipal construction law is underway but wonโ€™t be presented to the Finnish Parliament until 2026. The Ministry aims to ensure that fiber optic installation is swift, efficient, and flexible, although stringent regulations could hinder these goals.

Following recent news, the Finnish Safety and Chemicals Agency (Tukes) reported that it has received hundreds of serious incidents related to fiber optic cable excavation this year, including excavations dangerously close to gas pipelines or electrical cables. Various stakeholders express concerns that excavation damages threaten even service reliability, indicating that significant primary connections are secured by backup systems. While a single excavation mishap may not result in widespread issues, multiple concurrent outages could pose problems.
