Sweden proposes new total defense strategy amid procurement concerns

The new total defense proposal includes increased funding for ammunition, supplies, and missiles, with a focus on expanding both military and civil defense capabilities. This proposal is based on suggestions put forward by the defense committee earlier this year, but it deviates in some ways.

Oscar Jonsson emphasizes that the military has been facing long-standing imbalances, which require substantial funding to ensure effective integration. He is encouraged by the focus on long-range combat capabilities, a lesson learned from the situation in Ukraine. However, he expresses concern about the slow pace of progress. While neighboring countries have quickly engaged in defense procurement to acquire air defense systems, long-range missiles, and rocket artillery, he worries that Sweden’s processes may not align with a relevant timeline.

Jonsson points out the historical delays in procurement that can span years, stating that the current system is very rigid and requires a cultural shift in its operations to better respond to evolving security needs.

Peter Hultqvist, the defense policy spokesperson for the Social Democrats, acknowledges some positive elements in the proposal but critiques it for not implementing earlier decisions. He emphasizes the importance of the planned four new brigades, which were supposed to be complete by 2025 but now aim for a 2030 timeline. Additionally, he expresses frustration over the delay of the Norrlands Infantry Regiment’s proposal, now on hold pending NATO discussions next year.

The Sweden Democrats also highlight concerns about the timeline, attributing delays to the previous government, stating that progress has been too slow despite earlier warnings about urgency.
