According to Defense Minister Antti Häkkänen, Finland and NATO must invest in Arctic warfare capabilities because Russia is also ramping up its efforts in this area. This includes developing logistical routes from east to west in collaboration with Sweden, Norway, and others. Häkkänen made these remarks during the summer meeting of the National Coalition Party’s ministerial group in Rovaniemi alongside Prime Minister Petteri Orpo.

Prime Minister Orpo highlighted the renovation of the Kilpisjärvi road as a critical project for improving supply security, set to commence next summer. This road serves as a vital military supply route along Finland’s western border towards the Norwegian coast, and it would be one of the few routes for cargo traffic if shipping in the Baltic Sea were halted.

Orpo emphasized the importance of western connections from Lapland to Norway and Sweden, given that Finland faces a “wall” on its eastern border for 1,300 kilometers. Although funding has been allocated for the repairs along a 50-kilometer stretch of the narrow and treacherous Kilpisjärvi road, environmental protections may delay the project by a couple of years.

Häkkänen also indicated that other potential infrastructure projects in northern Finland are under discussion, focusing on rail and port connections. While military mobility is a priority, he stressed that these projects must also align with economic initiatives.

Despite some criticism regarding southern infrastructure projects, such as the hour-long train to Turku, the government has no intention of abandoning them. Orpo noted that discussions about the train project have strayed from reality, but reassured that the government is investing a total of three billion euros in rail and road infrastructure throughout the country.
