Espoo couple sues city for €800,000 over delays in seaside home construction permit
An Espoo couple is demanding over €800,000 in compensation from the city, claiming that errors and delays by building authorities postponed their seaside home construction permit by 11 months, Finnish public broadcaster Yle reports.
The couple purchased a waterfront property in Espoo’s Suvisaaristo in July 2023, intending to begin construction in spring 2024. However, the permit was not granted until August 2024, forcing a one-year delay. According to their lawsuit, filed in Länsi-Uusimaa District Court, the city’s building supervision office provided incorrect guidance, including failing to mention the need for special exemption permits for parts of the design.
The city disputes the claims, arguing that the delays resulted from the couple’s incomplete plans and unrealistic expectations. Espoo maintains that the application contained errors and assumed minor exemptions would suffice, when in fact formal exemption procedures—typically taking four months—were required. The city also admits a clerical error in failing to send neighbour consultation letters but denies broader misconduct.
The compensation demand includes lost investment returns, design costs, and damages for emotional distress. This appears to be the first lawsuit of its kind against Espoo’s building supervision, which has faced recent criticism for slow processing and unprofessional conduct.
