Police faces scrutiny over encryption error in Vantaa school shooting investigation

The police may have committed a crime related to the encryption of investigation materials concerning the school shooting at Viertola, according to public law professor Tomi Voutilainen from the University of Eastern Finland. Earlier today, Yle reported that the police had carelessly concealed parts of the investigation material related to the shooting that occurred in Vantaa.

The material, with minimal manipulation, can reveal the names of the victims and the shooter, as well as those listed on a so-called “kill list.” Seppo Kujala, the deputy police chief of Eastern Uusimaa, stated that the encryption error was quickly identified and rectified. However, the improperly encrypted information remains accessible to those who ordered the materials before the police recognized the mistake.

Prof. Voutilainen described the police error as serious, emphasizing the need for an investigation into how this occurred. He considers it likely that repercussions will follow for the police, including a notification to the Data Protection Ombudsman, as personal data has reached unauthorized individuals. As of Thursday afternoon, no such notification had been made, according to the Ombudsman’s office.

Voutilainen pointed out that the police’s encryption of documents is fundamental to their work and that authorities should have adequate knowledge and training on proper encryption procedures. He stressed that the police leadership is legally responsible for ensuring staff are trained and that security protocols are followed. Furthermore, if an investigation emerges and the prosecution assesses that the standard for criminal proceedings has been met, the police could face administrative reviews and potential liabilities regarding damages.
