Odsherred Varme faces reconstruction amid financial scrutiny in Denmark

A municipal utility company has filed for reconstruction, a process previously known as bankruptcy. This situation has raised eyebrows among experts, with some stating this is unprecedented.

The case involves Odsherred Varme and Odsherred Forsyning, which are now under scrutiny for their financial managing. Currently, Odsherred Municipality is liable for over one billion kroner in loans taken out by these companies, including a guarantee of over 580 million for Odsherred Varme, which recently secured a loan of 680 million kroner from Nordea. Complications arose from flawed calculations regarding the rollout of district heating, which led to budget overruns and resulted in significant management changes, including the dismissal and police report against the finance director.

Experts are questioning the adequacy of oversight from the municipal board and why the financial distress was allowed to escalate for so long. Arne Ullum, a media founder focusing on municipal affairs, expressed concern that residents may face severe austerity measures if the municipality bears the debt. He compared the situation to the aftermath faced by citizens of Farum following financial mismanagement.

Legal investigations are set to examine the circumstances leading to this reconstruction, which may result in debt restructuring, the sale of parts of the utility, or potential management turnovers. A restructuring plan requires creditor approval and must be finalized within a year; otherwise, bankruptcy proceedings will commence.
