Municipalities seek financial aid for coastal protection post-storm surge in Denmark

Many coastal municipalities are taking action a year after the storm surge in October 2023 to prevent future flooding. However, implementing coastal protections and climate adaptations can be costly, leading some municipalities to seek financial assistance from the central government. Financial constraints are not the only issue; regulations on municipal spending also complicate investments in new solutions. The so-called construction ceiling limits how much municipalities can spend annually on new building projects or renovations, significantly affected by expensive coastal protection projects.

According to a new report on future storm surges, Kerteminde in Funen has had to cancel a coastal protection project estimated at around 50 million kroner due to budget constraints. Terje Pedersen, chair of the Planning and Technical Committee in Kerteminde, noted that the project would have consumed over half of the municipal budget for new constructions, restricting their ability to undertake other necessary municipal projects.

In Nakskov, Lolland Municipality, future storm surges could cause damage ranging between 2.4 billion and 3.9 billion kroner. The municipality plans to build a floodgate at the harbor, costing 400 million kroner, which is not fully funded. Mayor Holger Schou Rasmussen emphasized the urgency of securing financing, indicating that the municipality’s limited budget makes such large projects challenging.

Both Lolland and Kerteminde are calling for support from national politicians to facilitate flood protection efforts, advocating for exemptions from the construction ceiling and improved financing options. The Environment Minister acknowledged ongoing efforts to address legislative and funding challenges while emphasizing the need for collaboration among national, municipal, and property owners to find solutions.
