Police shooting ruled lawful in hostage situation at Eiganestunnel in Stavanger
A man in his 40s was shot and killed by police during a hostage situation at an exit near the Eiganestunnel in Stavanger on October 22 of last year. The incident has now concluded its investigation, and a decision has been made regarding the case: it has been closed.
Terje Nybøe, head of the Special Unit for Police Cases, stated that the police acted lawfully in the shooting, emphasizing their obligation to protect a life that was threatened by a potentially lethal attack. He affirmed that the use of force was necessary, reasonable, and proportionate, thus classifying it as a lawful duty action.
The deceased individual had fled the scene of a car accident earlier that evening while armed. He hijacked a passing vehicle, taking the driver hostage. The vehicle was stopped by police, leading to an exchange of gunfire, where the suspect, the hostage, and an officer were all struck by bullets.
The suspect was transported to Stavanger University Hospital and was later pronounced dead. The event involved a police officer firing nine rounds from a pistol and another officer discharging five rounds from a submachine gun, with all shots hitting the deceased. Investigators aimed to clarify the details of the gunfire and determine if any unlawful actions occurred on the police’s part.
The deceased was armed with a revolver designed to fire rubber bullets and had prior criminal charges, including threats against the police, with an upcoming court date in December 2023. His family expressed shock over the investigation’s conclusion and are considering potential legal action.
