Vantaa violated procurement laws in children’s activities selection, claims KKV

According to the Finnish Competition and Consumer Authority (KKV), the city of Vantaa violated procurement laws by selecting a provider for children’s afternoon activities without a competitive bidding process. KKV reported that the issue pertains to the morning and afternoon activities at the Vantaa International School. The city sought a service provider solely through an announcement published on its website. A private operator was chosen to organize the activities, but KKV believes that the procurement did not comply with legal requirements.

In its report to the authority, the city of Vantaa stated that the morning and afternoon activities are provided as assisted services permitted by law, thereby negating the need for a competitive bidding process. Funding for these activities is sourced from a special state subsidy allocated by the Finnish National Agency for Education, along with fees paid by the parents of the participating children.
