Changes in Finland’s electricity market raise concerns for solar panel users

Changes are imminent in Finland’s electricity market, introducing two significant shifts. Firstly, consumption and production will soon be measured at 15-minute intervals, replacing the current hourly measurement. Secondly, the price of market electricity will fluctuate every 15 minutes instead of hourly. This transition could potentially reduce savings for homeowners with solar panels unless they can better align their electricity consumption with peak solar production times.

Helsinki resident Ville Vatén, who installed solar panels on his home a few years ago, expressed frustration at the changes, questioning why he should consume electricity just as it is being produced on his roof. While the reform has been anticipated for some time, the degree to which it will impact solar power users has raised concerns. Spring reports indicated that the change might undermine the benefits of solar panels. However, sellers of solar panels have suggested the impact will be minimal.

Recent research supports this notion, indicating that the adjustment to 15-minute measurements will lead to a decrease in the proportion of solar electricity consumed directly by homeowners, with a greater quantity heading to the grid. Consequently, savings from utilizing solar power will significantly outweigh earnings from selling it.

Researchers at Tampere University, who evaluated the effects on various households and solar systems, confirmed that while there may be instances where consumption adjustments impact savings, the overall effects across a year or a 15-year system lifespan are very minor—ranging from 0 to 4 percent depending on the case.

Most importantly, the impact on savings will largely depend on how well homeowners can time their energy use with solar production, suggesting a need for increased emphasis on energy management strategies. While the adjustment in measurement is viewed as manageable, the simultaneous shift to 15-minute pricing poses greater uncertainties, with potential for increased price volatility that will add complexity to consumption planning.
