Røyrvik faces 38 million NOK budget deficit amid healthcare staffing challenges in Norway

The small municipality of Røyrvik, located in northeastern Trøndelag, is projected to face a significant budget deficit of 38 million NOK in 2024, with total expenditures amounting to 112 million NOK. A considerable portion of this deficit—about 28 million NOK—is expected to be spent on staffing agencies for nursing homes due to ongoing recruitment challenges for permanent positions.

Mayor Kennet Tømmermo Reitan emphasized that the town is striving to provide essential, legally mandated services despite the staffing difficulties. On Tuesday, the municipal council unanimously approved a pilot project aimed at recruiting healthcare workers to the mountainous region. As part of this initiative, registered nurses will receive a wage increase of 200,000 NOK, while nursing assistants will benefit from an additional 100,000 NOK.

Reitan is hopeful that these financial incentives will attract healthcare workers to Røyrvik. The municipality’s current cost of hiring through agencies is around 1.6 million NOK per nurse and nearly 1.3 million NOK per nursing assistant. By increasing salaries, he believes the municipality could save approximately 400,000 NOK per position annually. The new wage structure is expected to be in effect from November, potentially leading to an increase in permanent residents.

Concerns have been raised by neighboring mayors about Røyrvik potentially attracting their employees. A newly qualified nurse could earn a salary of 717,000 NOK in Røyrvik. While the mayor acknowledges the unease among neighboring communities, he clarified that the initiative is not about poaching essential talent but rather addressing their immediate staffing needs.

Experts have expressed mixed reactions to the municipality’s approach. Some regard Røyrvik’s situation as a sign of a larger, impending crisis in rural areas, suggesting that financial solutions may only provide a temporary fix without addressing the underlying issues.
