Nore Kindergarten in Norway has implemented a unique solution to address staffing shortages by hiring teenagers to act as “play resources.” These youngsters work one afternoon a week, providing support and energy that enhance the playtime experience for the children. Without these play resources, the kindergarten would have faced potential reductions in opening hours and activities offered to its young attendees.

Parents are largely supportive of this initiative, although some express that while it is a positive measure, it does not resolve the fundamental staffing crisis impacting kindergartens nationwide. The teenagers, aged 14 and employed as part-time helpers, not only gain valuable work experience but also have a meaningful impact on the children’s enjoyment.

Bente Gunn Haug, the kindergarten’s director, noted that the idea for hiring teens originated from a parent’s suggestion when they struggled with afternoon staffing. In just a couple of months, the program was instituted, leading to positive outcomes for both the children and the young workers.

While the initiative has proven beneficial, critics, including members of the “Parents’ Uprising 2024” group, argue that these play resources should not replace qualified staff. They emphasize that adequate, experienced staffing is essential for maintaining quality in early childhood education, especially given the ongoing staffing shortages affecting many Norwegian kindergartens. The challenge remains to balance innovative solutions like the employment of teenagers with the pressing need for qualified educators to ensure children receive the care and education they deserve.
