Investigation into child protection services continues in North Karelia following Joensuu tragedy

The police investigation into potential neglect of duty by officials in North Karelia will not affect child protection services in the region. The Central Criminal Police suspects up to ten officials within North Karelia’s welfare district of failing to fulfill their responsibilities. The allegations are connected to the case of a four-year-old boy who was killed in a violent incident in June 2023 in Joensuu. The child was a client of Siun sote’s child protection services.

Kirsi Leivonen, the director of North Karelia’s welfare district, stated that child protection services continue to function normally despite the ongoing investigation into individual officials. Those under investigation will remain in their positions.

Sari Vainikainen, a senior inspector at the Eastern Finland Regional State Administrative Agency, emphasized that the agency will not place the officials or Siun sote’s child protection services under special scrutiny while the investigation is ongoing. “Typically, we do not investigate or address issues concerning individual professionals concurrently with a related criminal case due to self-incrimination protections,” Vainikainen explained.

According to Vainikainen, Siun sote must independently assess how the criminal investigation impacts the execution of its employees’ duties. The Regional State Administrative Agency will intervene if it identifies deficiencies through complaints or other information that warrant action. Over the past year, the agency has received eleven complaints regarding Siun sote’s child protection services.

The investigation stems from the violent death of the four-year-old boy in Joensuu’s Rantakylä neighborhood. The boy’s mother and stepfather have been convicted in relation to the case. Police investigation materials revealed that the social worker responsible for the child had never met him in person, despite legal requirements. The large number of officials involved in the investigation reflects the shared responsibility among supervisors as well.
