Wolt and PAM end talks over food couriers’ working conditions

Negotiations over the employment terms of Wolt food couriers have broken down, the Service Union United (PAM) said, according to Yle.

“We are so far apart that it is not worth continuing the negotiations,” PAM contract manager Juha Ojala said in a statement.

Representatives of PAM and Wolt held talks on a collective agreement for couriers on Friday afternoon. Negotiations have continued for nearly three years.

PAM said it would continue working to advance couriers’ rights, seeking solutions through the courts if necessary.

PAM seeks fair compensation for couriers

PAM wants couriers to receive fair compensation for their work. The union has criticised their working conditions, including the fact that couriers are not paid while waiting for orders and do not receive compensation for using their own vehicles.

A 2025 precedent set by Finland’s Supreme Administrative Court found that Wolt couriers are in an employment relationship with the company rather than operating as entrepreneurs. Wolt filed an application to overturn the decision, but the court rejected it in 2026.

Wolt said it had about 6,000 couriers working each month in Finland at the beginning of the year. Despite the court’s decision, only a small proportion of couriers work under an employment contract. In February, Wolt said it aimed to employ about 100 couriers.
