Kajaani abuse case moves to prosecutor

Police in Oulu have completed their preliminary investigation into suspected mistreatment of intellectually disabled residents at a care unit in Kajaani and forwarded the case to the prosecutor for consideration of charges, investigation leader Kimmo Tuulenkari said.

The probe began in early May after the Kainuu wellbeing services region reported concerns about staff conduct at a round-the-clock facility on Rajamiehentie. Four employees are suspected of offences including coercion, assault, dereliction of duty, and defamation against three residents.

If charges are filed, the case will proceed to Kainuu District Court.
