Finland’s state forest agency, Metsähallitus, has ruled that local residents retain fishing rights at Kukkolankoski rapids on the Tornio River, despite the waters being state-owned.

The decision ends a dispute dating back over a century, stemming from the sale of the rapids’ land parcels to the state. The interpretation of historical deeds had left fishing rights unclear, with Metsähallitus previously arguing that rights should belong to the water’s owner.

In a reassessment, the agency now accepts the local landowners’ view that fishing rights remained with the sellers in this specific case. The ruling aims to preserve centuries-old traditional fishing practices and avoid prolonged litigation.

Metsähallitus stressed the decision applies only to Kukkolankoski and is not a precedent for other sites. The agency cited the need to safeguard the area’s long-standing cultural heritage, including the traditional method of dip-netting whitefish, practiced for generations at the rapids.
