Finland seeks to remove heritage protection from Imatra barracks building over security concerns

Finland’s Ministry of Finance has filed an appeal to strip heritage protection from the Komentola building, a 1930s functionalist structure on the historic Immolan barracks site in Imatra, citing security risks and financial burdens, Yle reports.

The ministry is challenging a November 2025 decision by the Southeast Finland ELY Centre (Regional State Administrative Agency) to protect the building under cultural heritage laws. In its appeal to the Eastern Finland Administrative Court, the ministry argues that Komentola stands isolated from the rest of the protected barracks complex and poses a threat to public order and state interests.

“There is a risk of vandalism, and we must also consider the state’s financial situation,” said Jarmo Huotari, legislative counsel at the ministry. “Maintaining the property incurs significant costs.”

The state, which acquired Komentola through pre-emption rights on national security grounds, has no use for the long-vacant building. It previously sought demolition approval before the protection order was issued. The ministry has requested an on-site inspection to demonstrate the building’s detachment from the wider heritage area.

Originally built as a residence for air force commanders at the Immolan airfield and garrison, Komentola has remained largely unchanged since the 1930s. The South Karelia Museum initiated its protection, arguing for its preservation as part of the nationally significant Immolan barracks ensemble. The site now houses the Finnish Border Guard’s headquarters and training academy, though Komentola itself lies outside the active area.
