Finnish National Bureau of Investigation has concluded its preliminary probe into the December 2025 damage to two undersea communication cables in the Gulf of Finland, state broadcaster Yle reported Friday.

Four individuals remain under suspicion in connection with the incident, with travel bans still active for three of them. Investigators examined charges including aggravated sabotage, attempted aggravated sabotage, and severe disruption of telecommunications.

The case, which involved close international cooperation with Estonia’s Central Criminal Police, will now proceed to prosecution review by a deputy prosecutor general.

The damage occurred in late 2025 when the Fitburg, a cargo vessel registered in Hong Kong, was operating near the Finnish port of Kantvik. Finnish authorities detained the ship in January 2026 after similar cable disruptions were reported in Estonian waters.
