Keuruu city manager to receive nearly €10,000 performance bonus

The city manager of Keuruu, Finland, is set to receive a performance bonus of nearly €10,000, according to a proposal to be reviewed by the city board on Monday. Public broadcaster Yle reports the bonus follows an evaluation of the manager’s work over the past year.

Janne Teeriaho, who has served as Keuruu’s city manager since March 2023, will receive a bonus of €9,762.10—equivalent to one month’s salary—if the proposal is approved. The decision comes after a confidential annual review by the city’s target and evaluation group, which includes the city board chair and deputy chairs.

The group concluded that Teeriaho had met all set objectives despite a challenging year marked by staffing shortages in leadership roles. In a statement, the group praised his “strong sense of responsibility” and availability for demanding management tasks.

Performance bonuses for municipal managers are not uncommon but remain selective, according to Jarkko Majava, development director at the Association of Finnish Municipalities. “It’s not an everyday occurrence,” Majava told Yle, noting that such bonuses are typically tied to contractual agreements and often reflect the achievement of specific goals rather than financial metrics alone. The amount usually corresponds to about one month’s salary.

Teeriaho, previously Keuruu’s director of vitality, assumed the city manager role in March 2023. His employment contract, approved at the same time, outlines salary, benefits, and performance review procedures. Under Finland’s municipal collective agreement, performance bonuses may be awarded if a manager meets or exceeds set targets, which are aligned with the city’s strategic and operational goals.
