Non-urgent specialist healthcare waiting times in Finland remain illegally long in many welfare regions, according to a new report by Hyvinvointiala Hali ry, an association representing social and healthcare service providers.

As of late January, 135,570 people were waiting for non-urgent specialist care, with 12,582—roughly 9%—having waited over six months, the organisation’s queue statistics show.

Regulatory authority Valvira has ordered welfare regions, including the Helsinki and Uusimaa Hospital District (HUS), to bring their queues into legal compliance by the end of April or face financial penalties. Hyvinvointiala Hali ry has called the situation unsustainable and proposed a new service voucher model to reduce backlogs.

The association, which monitors queue data, represents private and third-sector providers of social and healthcare services.
