Central Criminal Police concludes investigation into child protection services in North Karelia following child death in Joensuu

The Central Criminal Police has concluded its preliminary investigation into child protection services in the North Karelia well-being area. The inquiry has raised suspicions against employees of the local child protection services for potential breaches of duty. This investigation is connected to the tragic case of a 4-year-old who died violently in Joensuu in June 2023.

The personnel implicated have either been directly involved in client work or served in supervisory roles. Authorities have grounds to suspect that nine individuals working in child protection failed in their responsibilities relating to the child’s death. The investigation aims to determine whether the organization of child protection services and the assessment of the child’s needs were conducted in accordance with legal requirements, as stated by lead investigator, Crime Commissioner Mika Paaso.

Additionally, the investigation has looked into whether there were legal compliance issues regarding the guidance and oversight provided by child protection leadership. The findings have now been forwarded to the prosecutors in East Finland for further consideration. Updates on the situation will follow.
