In March, an individual known as the Nytorgsmannen was conditionally released with an electronic monitoring bracelet after serving time in prison. He was prohibited from being in Södermalm, Stockholm, and subsequently relocated to Skåne.

As part of his release conditions, he was required to remain at home between 9 PM and 7 AM the following day. However, documents from the Corrections Department indicate that contact with the monitoring device was repeatedly lost. The device’s effectiveness is dependent on communication between a transmitter around the ankle and a GPS-enabled mobile phone.

On Tuesday, authorities reported that an alarm was triggered due to the loss of connection with the device, which had been unresponsive since 8:08 PM. Attempts to contact him via phone were also unsuccessful, leading to a decision for temporary detainment. On the same day, he was arrested on suspicion of rape, reportedly involving a teenage girl from a care facility.

The Corrections Department confirmed ongoing issues with the individual’s compliance since his release, stating he was often difficult to contact and that police had to check on him at his residence on several occasions. He claimed to have fallen asleep and neglected to charge his electronic equipment. The monitoring requirements have now been extended until March of next year.

During his imprisonment, he faced numerous reports of misconduct, being cited 30 times for various infractions, and exhibiting problematic behavior towards staff, including a failed treatment program. An investigation into threats against a staff member was closed without charges.
