The actions taken by the Enforcement Authority are rooted in an April 2023 decision by the International Arbitration Court in The Hague. The court ordered Russia to pay over €5 billion in damages to the Ukrainian energy company Naftogaz for the destruction caused by the annexation of Crimea. Russia unlawfully seized the Crimean Peninsula from Ukraine in 2014 and launched a full-scale invasion of Ukraine in February 2022.
