Finnish voters prepare for simultaneous municipal and regional elections in April 2025

In April 2025, Finnish voters will participate in simultaneous municipal and regional elections, a situation not seen since the 1990s. Harri Sandell, the Executive Director of the Pirkanmaa Social Democrats, expressed concerns regarding potential confusion among voters who may mix up candidates from the two elections. He highlighted the risk of voters accidentally selecting the wrong candidate for each election.
However, Arto Jääskeläinen, the Director of Elections at the Ministry of Justice, reassured that there is no cause for alarm. He noted that voters will be assisted in distinguishing between the municipal and regional elections through various means, significantly reducing the chance of mixing them up to almost zero.
To prevent confusion, voters will receive two distinct ballots: one for regional candidates printed on violet paper, and another for municipal candidates on white paper. The names of the elections will also appear on the respective ballots. Additionally, the candidate numbering will differ, with regional candidates having four-digit numbers, while municipal candidates will have at most three-digit numbers.
Jääskeläinen believes that these precautions will allow voters to navigate the election process smoothly, despite the rare occurrence of simultaneous elections. He emphasized that voters are ultimately responsible for their selections.
Jari Porraslampi from the Pirkanmaa Coalition Party acknowledged that while simultaneous voting may be confusing for some, the distinct candidate numbering will aid in clarity. Voters will have the option to cast their ballots for both elections either at the same time or separately, through early voting or on the main election day, April 13, 2025.
