Investigation into Risto Jääskeläinen of Gulf of Finland Coast Guard reveals misconduct allegations
The investigation into former commander Risto Jääskeläinen of the Gulf of Finland Coast Guard has revealed more details regarding the alleged misconduct. The National Bureau of Investigation suspects the misconduct took place over a period exceeding a year, from May 2023 to July 2024.
“Based on current information, we are specifically examining events during that timeframe as a service offense,” stated investigation leader Sami Liimatainen. Earlier reports indicated that Jääskeläinen was under investigation and was no longer serving in his position. The investigation commenced at the end of July, with police confirming to Yle in late summer that they were looking into allegations regarding senior officials in the Border Guard.
Liimatainen noted that the police cannot comment on the suspect’s identity but reaffirmed that the investigation relates to a member of the Coast Guard’s senior staff. Sanna Palo, head of the legal department at the Border Guard, informed Yle in August that Jääskeläinen would not continue in his role due to the allegations against him.
Military personnel may be guilty of a service offense for failing to fulfill their duties, being under the influence of alcohol or drugs while on duty, or attempting to evade service unfairly. Penalties can include up to one year of imprisonment.
As the investigation is ongoing, Liimatainen has refrained from providing further specifics about the nature of the allegations. Regarding the suspect’s testimony during interrogations, he stated, “I won’t comment on that at this stage. Hearings still need to be conducted.” A request for comment on behalf of Jääskeläinen was submitted to the Border Guard’s communication unit, which confirmed that the request had been forwarded. However, he has chosen not to provide any interviews or comments.
Liimatainen believes the preliminary investigation will be concluded in the coming months but emphasized that further hearings are necessary. Yle has published the suspect’s name due to his public position.
