A child fell between a cabinet bed and a wall at a daycare in Lempäälä in September, but the Licensing and Supervision Authority found no unlawful conduct at the facility, Yle reports.

The authority said the incident happened when a temporary worker raised the beds without first checking that they were all empty. The worker failed to verify the number of children present and did not follow the instructions.

The authority’s investigation found that guidance on using the cabinet beds had been left to the substitute worker to learn independently. It said this was not enough to ensure children’s safety.

The authority stressed that daycare managers are responsible for making sure staff receive proper induction and follow safety instructions in practice, particularly where risks have been identified. It also highlighted the need for ongoing assessment of safety risks.
