North Finland wellbeing services region seeks one-year extension to cover €68.6m deficit

The North Ostrobothnia Wellbeing Services County (Pohde) will request a one-year extension to cover its accumulated deficit of €68.6 million, the regional council decided Tuesday. Without the extension, legally mandated services could be at risk due to the scale of the shortfall, the council warned in a statement.

Pohde opted for a single-year request after preliminary discussions with the Ministry of Finance and the Ministry of Social Affairs and Health indicated that a longer extension would likely trigger stricter state oversight—known as an arviointimenettely, or assessment procedure. Under Finnish law, wellbeing services regions may apply for extended deadlines to address deficits following a 2023 legislative amendment.

While Pohde reported a €57.3 million surplus in its 2025 financial statements—its first positive result since its establishment—it still carries a legacy deficit of €68.6 million from prior years. The adjusted 2026 budget projects a €58 million surplus, but April figures suggest meeting that target will be challenging, according to the statement.

Regional director Ilkka Luoma acknowledged the precarious situation, noting that ministerial guidance made clear Pohde would “at most” secure a one-year extension. “The deficit is simply too large to address within the original timeframe without risking our ability to deliver constitutionally and legally required services,” Luoma said.

The proposal will now go to Pohde’s regional assembly for approval in mid-June.
