Finland’s finance ministry challenges Lapland welfare region’s hospital decision in court

The Finnish Ministry of Finance has filed a complaint with the Administrative Court of Northern Finland over a decision by the Lapland Welfare Region, calling it a “flagrant violation” of legal boundaries, Yle reports.

The dispute centres on the future of Länsi-Pohja Hospital in Rovaniemi, where the regional council defied both an assessment committee and the regional executive board in a March 30 vote. Instead of adopting a proposed restructuring plan, the council approved an alternative model put forward by hospital staff.

Ville-Veikko Ahonen, director-general of the welfare region department at the Ministry of Finance, stated that the council “clearly overstepped its authority.” The ministry argues the assessment committee had provided a “clear and justified” proposal for reorganising the hospital’s operations, which the council ignored.

“We are seriously concerned about how constitutionally guaranteed healthcare services will be delivered equitably across Lapland,” Ahonen said. He added that the regional council may not fully grasp the legal limits on its autonomy in such assessment procedures, emphasising the state’s responsibility to ensure constitutional rights.

The regional executive board must now draft a new proposal for the hospital’s future, with a council decision expected in May. The assessment process concludes in mid-June.

This marks the first time the Ministry of Finance has challenged a welfare region’s decision in court since Finland’s 2023 healthcare reform transferred hospital governance from municipalities to 21 newly formed welfare regions.
