Finnish parliament approves fast-track permits for defence-critical production plants

The Finnish parliament has passed a law allowing faster permitting for production facilities vital to national defence, Yle reports. The legislation enables defence-related plants to obtain necessary approvals without a legally binding zoning plan, clearing the way for a planned TNT factory in Pori.

The new law permits defence-critical facilities to be established under a special siting permit, bypassing previous requirements such as a municipal master plan for chemical safety approvals. It also restricts public disclosure of operational details, limits notification and consultation procedures for permit applications, and curtails appeal rights related to such projects.

Parliament approved the bill with 147 votes in favour and 19 against, with 33 representatives absent.

Pori TNT plant to benefit from streamlined process

Explosives manufacturer Forcit plans to build a €200 million TNT plant in Noormarkku, Pori, classified as a high-risk facility. The site, located in a forested area between Noormarkku’s town centre and Lake Poosjärvi, lacks zoning approval.

The Finnish Safety and Chemicals Agency (Tukes) had previously stated that operational permits could not be granted without a zoning plan. Under the new law, Forcit expects to begin production by 2028. Preparatory work at the site is already underway.

The plant is projected to create around 70 permanent jobs, with additional temporary positions during construction.
