Helsinki approves 700 new homes and three high-rise towers in Patterimäki despite opposition

Helsinki City Council has approved a controversial zoning plan allowing nearly 700 new homes and three high-rise residential towers in the Patterimäki area of Pitäjänmäki, Yle Uutiset reports. The decision follows years of legal disputes and divides among council members over preserving nearby forest land.

The revised plan covers the eastern part of Patterimäki, adjacent to the newly completed Raide-Jokeri 15 light rail tunnel and station. While the Left Alliance and some Green League representatives pushed to return the proposal for further preparation—arguing for construction on a nearby industrial site instead—supporters emphasized the need for housing along existing transit routes.

“It’s absurd to clear forest when there’s an industrial area just a stone’s throw away,” said Elina Kauppila (Left Alliance). Others, like Otto Meri (National Coalition Party), countered: “First, people demand rail connections, but then oppose building near them when the time comes.”

The plan replaces a 2019 decision overturned in 2020 by the Helsinki Administrative Court due to concerns over a nearby paint factory and flying squirrel habitats. The new version reduces building density, expands green spaces, and positions residences farther from the factory. Critics, however, warn the changes may still be insufficient to avoid another legal challenge.

If implemented, the project will create a dense urban residential area west of the Pitäjänmäentie–Pajamäentie intersection, with high-rises intended to add “recognizability and new housing types” to the neighborhood.
