Surge in popularity of driving permits in Finland highlights unique instructor-student dynamics

In recent years, the popularity of driving permits in Finland has surged, thanks in large part to a 2018 reform in the licensing law. Now, anyone over the age of 25 with at least five years of driving experience can serve as a driving instructor.

Eighteen-year-old Minttu Pellinen chose to pursue her driving test through a permit rather than a traditional driving school, attracted by the flexibility it offered to learn at her own pace and in varied environments. Her grandmother, Kaisa Tikkala, became her instructor, deepening their bond and making the learning experience enjoyable for both. After two years of practice, Pellinen successfully obtained her license on her second attempt.

In 2016, around 1,600 individuals in Pellinen’s home province of Ostrobothnia acquired their driving licenses through a driving school, while that number dropped to just 919 last year. Nationwide, permits accounted for over 40% of licenses issued last year, a statistic that has been steadily climbing since the 2018 changes.

Pellinen initially sought her parents as instructors, but both declined due to concerns about their patience levels. However, her grandmother readily agreed, feeling honored to take on the role. The pair enjoyed their time together, discussing various matters while driving and taking breaks for coffee or shopping.

Despite some challenges with hill starts and parking, Pellinen benefited from Tikkala’s calm demeanor, which helped ease her nerves before her driving test. Now, although she drives independently, the lessons from her grandmother continue to resonate with her. Both express hope that their shared experiences will influence future generations positively.
