This report, prepared at the request of Commission President Ursula von der Leyen, outlines various measures for EU countries to bolster their preparedness for potential crises.
Among the recommendations, the report advocates that at least 20 percent of the EU’s overall budget should be allocated to security and crisis readiness initiatives.
