The Directorate for Civil Protection (DSB) advises households to prepare for dealing with a week-long crisis. A survey by Norstat for NRK revealed that only 15 percent of the population follows DSB’s advice.

The recommended emergency supplies include 20 liters of water per person and non-perishable food items. Heating devices such as grills, heating appliances, and firelighters are also suggested. Other necessities include a first aid kit, medicines, washing and cleaning equipment, gas and paraffin lamps for lighting when there is no power, a manual can opener, battery and solar-powered lamps, a DAB radio powered by battery and solar energy, warm clothes, blankets, hygiene products, cash and a list of important phone numbers including emergency services, doctors, family members and neighbors.

Elisabeth Sørbøe Aarsæther, the director of DSB, emphasizes the importance of citizens preparing for crises. She acknowledges that it is a challenge to get people to follow these guidelines.

Ole Andreas Engen, a professor of risk management at the University of Stavanger, believes that most people will not prepare for a crisis until it is too late. He argues that better preparedness could significantly reduce the impact of a crisis. Engen recommends that families create a plan and discuss what resources they have available to cope in such situations.
