At least four people were killed during a Russian attack on a residential area in Kharkiv, according to the city’s mayor Ihor Terechov.
In another development, the damaged vessel MV Ruby, carrying 20,000 tons of ammonium nitrate, is docked in Norfolk, eastern England. Local authorities reported that the ship was granted permission to dock due to poor weather conditions in the North Sea. The potentially explosive cargo will be transferred to another vessel.
