Residents challenge unexpected charges from Avo-asunnot in Pirkanmaa, Finland

Residents of Pirkanmaa Avo-asunnot, a provider of subsidized rental housing in Finland, have reported receiving unexpected renovation and water bills, which many tenants deem unjustified. These surprise charges have led some former residents to hire lawyers and recover their money. Avo-asunnot has threatened legal action against those who fail to pay these bills and maintains that the charges are legitimate.

Elias Käkelä, a former tenant, received a bill exceeding a thousand euros after moving out of his apartment, which he insists was left in good condition. He questioned the basis of the charges but was met with threats of legal action when he sought clarification. Eventually, he was summoned to court after refusing to settle the bill.

The company primarily serves low-income individuals, providing necessary housing support. However, allegations have surfaced of Avo-asunnot issuing exorbitant renovation invoices and excessive water charges. For example, one couple reported a final water bill over 300 euros despite having already paid approximately 200 euros in advance.

The Competition and Consumer Authority has received multiple complaints from former tenants regarding difficulties reclaiming their security deposits, even after adhering to move-out guidelines provided by Avo-asunnot. Some residents report inadequate communication and perceived intimidation from the company when disputing charges.

In recent judicial proceedings, several former residents successfully challenged Avo-asunnot in court over these disputed charges. The company has stated its commitment to addressing tenant issues appropriately and acknowledged the need for improvement in its processes.
