Government proposes amendments to mobile phone use in schools in Finland
The government is seeking to amend the law to permit the use of mobile phones during lessons in basic education solely for educational purposes or for student health care. Additionally, schools would be required to establish necessary regulations regarding the use and storage of mobile devices throughout the school day, including during breaks and lunch.
The draft law was released for public commentary on Monday. It will also specify that principals or teachers have the right, either jointly or individually, to confiscate a student’s phone or mobile device if it disrupts teaching or learning. Current legislation already grants them the authority to seize items that cause disturbances.
The proposal aims to enhance teachers’ and principals’ authority to address the use of phones and other mobile devices during school hours. This initiative is intended to improve students’ focus on their education and school activities, as well as to reinforce their right to a safe learning environment. The measures outlined in the Basic Education Act concerning disciplinary actions will not be altered.
