Finnish government proposes shift in berry picking regulation to employment-based system

The Finnish government has proposed a significant shift in the regulation of berry picking by changing its classification from tourism to an employment-based system. This move aims to ensure that companies hire berry pickers under formal employment contracts, thus facilitating their legal entry into the country.

In recent years, there have been numerous issues regarding the conditions of berry pickers working under tourist visas. Some former CEOs of major berry companies are currently facing legal charges related to human trafficking.

Labor Minister Arto Satonen stated that the proposed legislation enhances authorities’ ability to oversee the enforcement of pickers’ rights. Transitioning to employment contracts would guarantee minimum wages for workers and allow for more thorough monitoring of their rights, both when applying for residence permits and after entering the country.

If the Finnish Parliament approves this initiative, the regulations for the entry of natural berry pickers would align with those already in place for other similar agricultural roles, such as garden berry picking. The proposed amendments to the seasonal work law and regulations are anticipated to take effect in early spring 2025.

Improving the status of berry pickers is part of the government’s broader action plan aimed at combating labor exploitation.
