Finnish Parliament approves regulations for nicotine pouches under tobacco law

The Finnish Parliament, Eduskunta, approved a proposal on Wednesday to regulate nicotine pouches under the tobacco law. Consequently, these products will now be subject to regulations similar to those governing tobacco products.

Under the newly approved proposal, the flavors of nicotine pouches will be limited to mint, menthol, tea, ginger, rosemary, and wood. Previously, a variety of flavors including watermelon and licorice had been available on the market.

The nicotine content in the pouches will be capped at 16.6 milligrams per gram, a decrease from the higher concentrations previously available, which reached up to 20 milligrams.

Additionally, the sale of nicotine pouches will require a permit, and online ordering will no longer be allowed. Health warnings, similar to those found on cigarette packages, will also be mandated on the product packaging, which will need to be standardized in appearance moving forward.
