Investigation concludes fatal incident at Tikkurila Station involving Finnish Railways worker

The Investigation Center for Accidents in Finland (Onnettomuustutkintakeskus, Otkes) has completed an investigation into an incident where a track worker was struck and killed by a train. The worker, employed by the Finnish Railways Group (GRK), died on August 29, 2024, while on duty at Tikkurila Station. As he crossed the tracks to reach his work area, he was hit by the IC28 train.

During the summer, GRK was engaged in various maintenance tasks, including electrical work, switch heating, and lighting installations at the Tikkurila site. The work accident took place during the night when the conditions were particularly challenging. Workers accessed their facilities located on the west side of the tracks and frequently crossed active tracks throughout their shifts.

Otkes has determined that there is no need for a separate safety investigation based on its findings. However, the agency has issued a reminder to the railway industry about the inherent risks associated with working in the presence of moving trains. Key risks include the crossing of active tracks and the need for workers to be continuously aware of their surroundings and to identify safe working boundaries.

Effective LED work lights are praised for enhancing work safety, but the bright illumination can also impair workers’ visibility in certain areas. In this incident, the train driver noticed the worker too late for an effective response, and the distance was insufficient for the train to stop in time.

Otkes noted that the deceased worker’s team lacked a designated safety officer to warn them of approaching trains, emphasizing the importance of such roles. Additionally, technology such as the Automatic Track Warning System (ATWS) could provide enhanced safety measures, as utilized in several Central European countries.
