Psychologist hired by Nav in Oslo despite previous sexual offense conviction against dogs

A psychologist lost his license after being convicted of sexual offenses against dogs but managed to secure a job at Nav, Norway’s labor and welfare administration. In June 2020, he was arrested at his workplace, St. Olavs Hospital in Trondheim, where he confessed to the offenses during police questioning.

Despite lacking the authority to practice, he was hired as a neuropsychologist by Nav in 2022. The Health Inspectorate emphasized the importance of employers verifying the valid credentials of the healthcare professionals they hire. This incident is unprecedented, according to the Health Inspectorate director, Sjur Lehmann.

Following his arrest, the hospital communicated with staff regarding the incident, and the psychologist was stripped of his access to the institution. Hours after being arrested, he admitted to the offenses and cooperated with the ongoing investigation. In December 2020, he was fined 20,000 NOK for his actions, and his license was subsequently revoked.

Before the inspection had formally revoked his license, the psychologist sought a new position at Nav in Oslo. Shortly after signing a separation agreement with St. Olavs Hospital, he received a new work certificate that did not indicate his departure, allowing him to apply for a job without disclosing his legal troubles.

Despite two interviews and reference checks, Nav’s recruitment process did not detect any issues concerning his suitability. Those who provided references were unaware of his criminal charges or the status of his license. After being hired at Nav, the situation was discovered, leading to his immediate resignation.

In response to these events, Nav has since implemented stricter hiring protocols to ensure such situations are prevented in the future.
