During the municipal budget season, several agreements have emerged this year without the involvement of mayors. The latest instance occurred in Fredericia Municipality, where a unified opposition reached an agreement on upcoming years’ financial allocations, bypassing Mayor Christian Bro from the Social Democrats.

Tommy Rachlitz Nielsen from the Conservative Party explained their decision to negotiate without the Social Democrats, stating, “We felt that our concerns were not being addressed.”

In Fredericia, as in many other municipalities, significant cuts were initially proposed to balance the budget. These included reductions in essential welfare areas such as elderly care and daycare services, which many opposition parties found unacceptable.

The new budget ensures minimum staffing ratios in daycare facilities. Peder Tind, the group leader for the Liberal Party in Fredericia, commented, “We have secured the removal of many of the proposed cuts that loomed over Fredericia.”

This removal of cuts is highlighted by all parties involved in the agreement. Malene Søgaard Andersen, who represented the Socialist Party during negotiations, expressed pride in eliminating reductions in both education and elderly care.

To fund the avoidance of substantial welfare cuts, the politicians agreed to tap into the municipality’s savings, with independent council member Karsten Byrgesen noting that the municipality has nearly 500 million kroner in its coffers. The budget anticipates that by the end of 2028, this savings will be halved.

The situation in neighboring Kolding and further north in Silkeborg also featured budget agreements formed without the mayors. Political expert Roger Buch pointed out the rarity of such occurrences, branding it a “total humiliation” for a mayor to be excluded from their own municipality’s budget planning. Nonetheless, Mayor Christian Bro acknowledged it as a defeat but maintained that it was not an entirely unsatisfactory outcome.
