Serious deficiencies identified in development disability services in North Ostrobothnia

Serious deficiencies and issues have been identified in the development disability services in North Ostrobothnia, leading the Regional State Administrative Agency (AVI) to issue a formal warning to the Pohte welfare region. The shortcomings pertain to areas such as client counseling and guidance, consideration of clients’ service needs and interests, communication regarding changes, and self-monitoring practices.

According to the AVI, the right of individuals with developmental disabilities to receive adequate social care and treatment has not been fully realized. Over the past year, the agency has received a total of 26 written complaints, reports of issues, or other contacts concerning problems in the region’s development disability services. Furthermore, since the beginning of 2023, the AVI has received 33 petitions for review related to specific care programs and service decisions prepared by Pohte for individuals with developmental disabilities.

The AVI has urged Pohte to develop a self-monitoring plan for the development disability services by the end of October and to address all issues resolved by the agency. The AVI plans to request a separate report from the welfare region later regarding the actions that have been taken in response to these deficiencies.
