Helsinki shifts parking discount policy to fully electric vehicles starting in 2025

The City of Helsinki is changing its parking discount policy for low-emission vehicles. Starting from now on, parking discounts will be available only for fully electric vehicles. Previously, the eligibility threshold for carbon dioxide emissions was set at 50 grams per kilometer, but this will now shift to a requirement of zero emissions. The city council will discuss the proposal concerning these criteria in a meeting scheduled for August 26. The new regulations will come into effect at the beginning of 2025.

Currently, a discount of 50 percent is offered for street parking when the fee is paid via mobile devices. Residents and businesses can also qualify for this discount by using appropriate parking permits. The type of parking permit and the designated area can also influence the discount applied.

According to city officials, the criteria will be reviewed and updated every two years, with a potential plan to eliminate parking fee discounts altogether in the future. The tightening of parking discount eligibility is part of the city’s broader initiative to electrify transportation. The city has stated that the transition to electric vehicles plays a vital role in achieving its carbon neutrality goals. For instance, the Carbon-Neutral Helsinki 2030 program aims to reduce the number of combustion engine vehicles within the urban area.
